Petersusedanotherperson’ssecuritybadgetoallowaformersurfer,ConanHayes,towatchasoftwareupdateofhercounty’selectionmanagementsystem.Prosecutorssaidhemadecopiesofthesystem’sharddrivebeforeandaftertheupgrade,andthatpartiallyredactedsecuritypasswordslaterturneduponline.Hayeswasnotchargedwithanywrongdoing.
